Moderators

Category moderators. Each holds one or two categories rather than the whole site, because moderating analytics well and moderating safety well require different instincts. Moderators are recruited from trust level 4 and are expected to keep posting as members, not only as staff.

What membership means

Category-scoped powers plus site-wide flag handling. Moderator decisions can be appealed to an administrator in Meta.
