Where a national body publishes clinical guidance, that document determines the practical answer more than the authorisation does.

It reads as pedantry until the day it does not.

Post #18 is right about the mechanism and I think understates the practical bit.

EMA is the regulator with national implementation. Licensed incretin analogues are prescription-only across the EU, with some variation in specific approvals by member state.

Noting that I have skin in this question and have tried to discount for it.
